THE PARKING CODE OF PRACTICE
& TRAINING VISION (PCP&TV)

 


It is fundamental that users of all car parking services are provided with high standards of care, that they are treated fairly and proportionally and that they are encouraged always to comply with parking rules.

This is why the U.T.P.A is launching its Parking Code of Practice and Training Vision (PCP&TV).

Everyone recognises the rights of landowners to control parking on their land, but we want to see fair and reasonable control of parking on private land, which will benefit landowners, operators and consumers alike.

Where drivers trespass on private land there must be recourse for the landowner, but this must be done fairly and must also take account of the needs of the user and what they might reasonably expect if they fall foul of the terms and conditions for using those car parking areas.

In this way motorists will better understand and respect those rules and more readily comply with them. In turn, if motorists are not satisfied with the parking charges or any related issues, they have an option to access all legal routes.

Similarly, the U.T.P.A pledges to take necessary action against any of its member contractors, who have been found to have breached the Code.

The U.T.P.A is lobbying to push the issue of parking on both public and private land, and
furthermore traffic regulation and management on public roads and land, up the Government’s agenda.

This Code can raise standards in a sector which has the potential to suffer from rogue traders and a poor public image.

Private landowners have a right to enjoy their land and this Code ensures that those rights can be delivered fairly and proportionately.

We very much hope that by setting the standard in the private car parking sector that this will act as a blue print for any future Government legislation.

Under U.T.P.A proposals the association will also be responsible for monitoring, implementing and adjudicating on the following...

  • Compliance monitoring and Code breaches

  • Written authorisations of landowners

  • Challenges and appeals

 

  • Maintenance of membership bond for needful penalty refunds

 

  • Misrepresentations of authority

 

  • Use of third party sub-contractors and ‘self-ticketing’

 

  • Correct branding/livery of company vehicles

 

  • Correct uniform, ID and conduct of all parking control and enforcement staff

 

  • Adequate liability insurance of all member companies

 

  • The keeping and disclosing of members information

 

  • Access, where possible, to details of register keepers of vehicles, via relevant
    vehicle licence agencies such as the DVLA or the RTO.

  • Compulsory admissions test for all (penalised) vehicles

  • Recycling and scrapping of any unroadworthy and uncollected motor vehicles
