Dear all,

 

The United Traffic And Parking Association (U.T.P.A), a non-for-profit initiative, is here to provide accreditation, regulation and become a voice for everybody working in the traffic and parking industry or those providing hardware, software, related-design or infrastructure.

 

To achieve our goals, the U.T.P.A and its partners have been lobbying key stakeholders in central Government and also at State and local level at various Municipal Corporations, regarding the overhaul of the existing parking management and enforcement procedures.

 

Last year the U.T.P.A exhibited at Urban Mobility India 2014 and in May of this year at Smart Cities India 2015, both in Delhi.

 

At last month's Urban Mobility India 2015 (Nov 26th) I was invited by the Ministry Of Urban Development to present a paper on "Managing On-Street Parking" in the technical session on "Inclusive Usage Of Road Space".

 

At UMI I was able to reiterate that the U.T.P.A is here to help regulate the traffic and parking industry, at a time when India needs a radical and all-encompassing approach to dealing with its traffic and parking menace.

 

To this end, the U.T.P.A has teamed with Manipal City & Guilds Pvt Ltd (MC&G), India’s leading skills capacity building partner, to develop the U.T.P.A Code of Practice & Training Vision (U.T.P.A).

 

We have also been working closely with leading British operator Parking Control Management (UK) Ltd and their subsidiaries PCM India Pvt Ltd and Smart City Parking Management India Pvt Ltd, to ensure that, via the Code, all parking operators in India maintain only the highest standards.

 

We will also develop an independent appeals process, which will give all drivers the opportunity to appeal if they feel any penalty charge notice (or parking/traffic fine) has been applied incorrectly.

 

Since incorporating in 2014 the U.T.P.A has held formal discussions in India with hundreds of prominent decision-makers, including at the Ministry of Road, Transport and Highways, at the Ministry of Urban Development and also corporation chiefs at New Delhi Municipal Corporation (NDMC) and Municipal Corporation Delhi (MCD).

 

The U.T.P.A was one of a select group of stakeholders who had their suggestions towards the Road Transport & Safety Bill 2014 put forward, which included our recommendations on implementing a rigorous and effective on-street and off-street parking policy, which prices motorists out of the busiest areas, and ensures they utilize currently abandoned off-street parking facilities.

 

The U.T.P.A also travelled to Odisha several times in 2015 to discuss with key stakeholders in Bhubaneswar, Puri and Cuttack, a smart parking management roll-out and also a training programme with the police department.

 

In September 2015 the U.T.P.A conducted a parking and traffic flow survey in Navi Mumbai in Maharashtra, in ‘Sector 17 Vashi’, the busiest commercial area in the City. Its findings and recommendations to NMMC included...

 

* Encouraging a short-stay parking culture to increase and

   improve urban mobility.

 

* A successful parking policy must be supported by a solid

  management and enforcement solution.

 

* Hourly paid-for/enforced parking schemes which curb

   illegal and unrestricted parking will also reduce congestion

   and pollution.

 

Future parking surveys are currently being set-up in other cities in Maharashtra, across Delhi and also in Haryana and Odisha. A copy of the NMMC report and my presentation at UMI can be found on our website, as can a full list of our immediate objectives and strategies.
