The U.T.P.A Independent Appeals Panel (IAP) allows motorists who have been issued Parking Penalties, including Parking Charge Notices (PCNs) and Vehicle Release Fees (VRFs) the opportunity to appeal them.

You may use this service if a parking operator who has issued you a PCN or VRF is an accredited member of the U.T.P.A, and you have been unable to resolve your dispute with them so far.

Please fill in the form below, entering any Parking Penalty reference number you have been issued, in the 'Ref No' box, to register your appeal to the Independent Appeals Panel (IAP).

The U.T.P.A will endeavour to reply to all appeals within 21 days. We will assess the merits of your case without bias and with integrity, and contact the parking operator concerned to let them provide any of their own supporting evidence.

If our decision is in your favour we will negotiate with the parking operator concerned to secure a refund of your penalty fees.
